The immediate problem of getting essential supplies into Hong Kong rests with S.E.A.C. and the War Office who are responsible for the procurement of the items indicated in the Young and Brett reports as required for the first six months, insofar as these have been accepted or modified by the Shipping and Supplies Committee as valid for military
procurement. We feel, therefore, that a copy of the Commander-in-Chief's letter should be sent to the War Office and that the reply to Admiral Harcourt, insofar as supplies are concerned, might say that the Secretary of State for War is being consulted.
As regards the supplies for the immediate post-military period, indents for the Young items, now that Treasury approval has been received, are being sent to the Crown Agents for procurement action. These supplies, will, it is anticipated, be supplemented by a flow of consumer goods through normal commercial channels which should commence as soon as the final decision is reached on the question of the
